Abstract
The article examines the features of professional development systems for civil servants in Thailand and the Republic of Kazakhstan through the lens of territorial adaptability and their impact on the effectiveness of public administration. The relevance of the study is determined by the need to improve the professional development of civil service personnel in the context of digital transformation and regional differentiation. The study advances the hypothesis that the Thai model, based on network interaction and the involvement of regional educational institutions, demonstrates a higher level of territorial adaptability, while the Kazakhstani system provides a greater degree of standardization of educational programs and digitalization of personnel processes. The methodological framework of the research includes comparative institutional analysis and the formal legal method. The study analyzes legal regulations, academic publications, analytical materials, and official documents governing the organization of professional development for civil servants in both countries. The findings reveal differences in institutional training mechanisms, the degree of regional involvement, approaches to competency development, and the use of digital technologies. Based on the results obtained, the author proposes a territorially adaptive model of professional development that combines unified national training standards with regional variability in educational programs. Recommendations are formulated for improving Kazakhstan’s professional development system for civil servants by incorporating selected elements of the Thai experience.
