The study analyzes the problem of the development of organizational and legal culture in the civil service and its role in improving the efficiency of government agencies. The proposed comprehensive research approach includes general and special analysis methods. The article examines trends, problems and opportunities for the development of organizational and legal culture, justifies the need to modernize its methodology. The results of the study emphasize the need to improve ethical responsibility as a key element of public administration reform. Conclusions are drawn that the current situation in the Republic of Kazakhstan requires fundamental changes in the organizational and legal culture and ethical standards of the civil service; modernization of approaches to public administration should be based not only on legislative changes, but also on a deep reorientation towards the results of interaction between state institutions and civil society.
