The article deals with topical issues about the role of personality in law enforcement. The generalized characteristic of law enforcement as a specific type of activity of competent subjects is given. In the works of authors of different historical periods, the formation of this concept is shown. It is noted that currently the term "use" is actively used in various expressions in the legislation. Based on the best approved doctrinal provisions, he forms a certificate of law enforcement. Depending on the degree of complexity of the case under consideration and the scale of the capabilities of a law enforcement officer, mechanical and creative law enforcement is carried out. In accordance with the regime of law enforcement functions, law enforcement activities can be regulatory and protective. Taking into account the peculiarities of the mechanism for the realization of individual rights, both optional and mandatory law enforcement is carried out. Law enforcement in the human rights system of a modern state is one of the most important and objectively necessary means of implementing generally binding norms of behavior.
