Abstract

The great changes that have taken place in all spheres of public life of our country over the
years of sovereignty force us to return to the study of the history of the past of the Soviet era, the
achievements and shortcomings of the past. It is obvious that without studying the phenomena and
processes of previous historical periods, it is impossible to correctly assess the causes of many
events taking place at the present time. Open archival funds have allowed historians to consider
many historical issues more closely. Researchers are interested in the issues of history, culture,
education, relations with the authorities and the intelligentsia.
In this regard, the article analyzes the policy of the regional bodies of the CPSU (b) – CPSU in
relation to the authorities and intellectuals of Kazakhstan in 1946-1953, the legal status, the status
of government representatives.
