The article discusses modern approaches to assessing the effectiveness of public administration in the context of digital transformation. Special attention is paid to the institutional and regulatory frameworks that determine the effectiveness of central and local executive authorities.
The study conducted a comparative analysis of national and international practices, including the experience of leading countries in the field of e-government; identified factors affecting the effectiveness of management decisions: data architecture, the quality of information flows, the degree of citizen participation, the transparency of algorithms and the level of trust in digital services.
The tools of the digital government of the Republic of Kazakhstan are considered at the national level. It has been established that the development of end-to-end digital infrastructure makes it possible to move from quantifying the services provided to proactive maintenance of lifelong situations in accordance with international standards.
Based on the experience of developed countries, measures have been proposed to institutionalize legal and ethical compliance: mandatory assessment of the impact of algorithms, transparency standards, independent audits, and appeal mechanisms. Recommendations have been formulated for Kazakhstan on the adaptation of international practices to international practices, including: the development of data architecture; prioritization of low-risk machine learning cases; and the creation of a regular independent audit institute. The conclusion is substantiated that the integration of digital solutions with legal and institutional guarantees is an important condition for improving the effectiveness of public administration and strengthening public trust.
