The problems of development of higher legal education in the Republic of Kazakhstan became the subject of special attention of the highest leadership of the country in the history of sovereign Kazakhstan twice. For the first time, the problems of higher legal education were raised during the active process of sovereignty of the former union republics. It was the initial stage of formation of Kazakhstan statehood as an independent sovereign subject in the international community. To this period belongs the fact of opening in 1994 of the first state law institute in Kazakhstan. For the second time the top leadership of the country raised the issue of development of higher legal education in 2021 in the Concept of Legal Policy of the Republic of Kazakhstan until 2030. 

    In this Concept, the resolution of problems of further development of higher legal education was put forward as one of the priorities, the implementation of which should be carried out no later than 2030, i.e. before the expiry of this Concept. The beginning of the implementation of this priority can be conditionally attributed to April-May 2024 - from the moment of creation by the Committee of Higher and Postgraduate Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan of a working group to develop a draft Concept of Development of Legal Education in the Republic of Kazakhstan.

  Taking into account the state importance of determining the ways of further development of higher legal education in Kazakhstan, it is necessary to first determine the methodological approaches within which a set of problems of conceptual importance should be developed.
