The article examines and explores the issues of the formation of the institution of citizenship based on the study and analysis of scientific literature in the field of citizenship, as well as international conventions and national legislation related to the institution of citizenship, concepts of citizenship, which are important in the realization of human rights. Legal reviews on the formation and approval of legislation on citizenship of post-Soviet countries, opinions of scientists in the field of legal science are compiled, and a description of the general opinion is given.

In addition, the article examines the realization of the right to citizenship, the reflection of norms related to citizenship in the legislation of the Republic of Kazakhstan as a whole, and concludes that the main condition for improving legislation related to citizenship in the country is compliance with international standardization on human rights in national legislation and sustainable development in this direction.
