Abstract

The study substantiates the conclusion that the organizational and legal culture of the civil service as an element of managerial culture plays an important role in shaping effective and modern public administration to achieve strategic goals. Organizational culture is considered as an objective phenomenon that reflects the essence and effectiveness of the functioning of the civil service. In the framework of various theories, organizational culture is considered as an important property of public service; organizational culture acts as both direct and indirect means of managing civil service personnel. The concept of values is interpreted in historical retrospect. The article emphasizes that national peculiarities and traditions have a significant impact on the formation of organizational culture and its components. It is concluded that the essence of organizational culture not only reflects the current state of the civil service, but also works as a mechanism contributing to the realization of its mission.; The ethos of public service acts as a strategic factor determining the behavior of individuals in the service of the state and society in the context of history and cultural environment.
