In a fluid global reality, Kazakhstan faces the need to modernize and adapt its social and political systems. The main idea of ​ ​ the study is to substantiate the relevance and relevance of a comprehensive study of the dynamics and transformation of the value guidelines of Kazakhstani society during the period of Independence and the implementation of the program for the modernization of public consciousness; as well as analyzing effective mechanisms and recommendations to promote new value benchmarks among different social groups. The observation results indicate the possibility of several strategies of joint work of scientists and practitioners in the process of scientific support for the formation and development of new value guidelines in Kazakhstani society in the context of state modernization.
