WAYS TO REALIZE THE CONCEPT OF LEGAL POLICY OF THE REPUBLIC OF KAZAKHSTAN UNTIL 2030 ON THE ISSUES OF LEGAL EDUCATION

Abstract

The issues of higher and postgraduate legal education in the Republic of Kazakhstan have always caused increased interest of all segments of the population of the country. The history of formation, establishment and development of legal education in the Soviet period of development of law in all union republics of the former USSR is characterized by signs of plannedness, determination of quotas, mandatory employment in the specialty of all graduates of universities and university faculties that trained lawyers of higher qualification. The situation has changed since the collapse of the USSR and the sovereignty of the former union republics, including Kazakhstan, and their assertion of the status of independent states. Strengthening of the institution of private property entailed privatization of HEIs, as well as opening of new ones, which in the conditions of the young market of higher education quickly enough determined the lists of specialties in the highest demand among potential entrants. The prevailing majority of private higher education institutions train lawyers of the highest qualification. However, the proper quality of legal education is not fully ensured. In the current situation, the priority outlined in the Concept of Legal Policy of the Republic of Kazakhstan until 2030, associated with a change in approaches to the strategy of training lawyers of higher qualification, becomes relevant.
